Student Permit Sales 2026-2027
You gave us your feedback, and we listened. Last year, opening every student permit sale on the same day led to a frustrating rush: long queues and confusing wait times. This year, we're rolling out a new, staggered sales structure based on student classifications, designed to make the permit purchase process smoother and more efficient.

Have unpaid citations?
Outstanding citations must be cleared before you can buy a permit. It can take up to 12 hours for payments to post from Goldmine (Banner) to the Parking Portal, and up to another 12 hours before your account unlocks. Pay early to avoid delays.
General information
What is changing this year?
Instead of one single sale date, permits will go on sale across a series of dates, grouped by classification. See the schedule below. Each day's sale window runs from 9:00 am to 9:00 pm. On each day, permits are available on a first come, first served basis.
Why is Ä¢¹½ÊÓÆµ changing the system?
Our goal is to spread sales across multiple days so fewer people are trying to buy permits in the system at the same time, helping things run faster and more reliably for everyone. Every student will still be able to purchase a permit. The schedule affects when you buy, not whether you can get one.
Will permit prices change?
No. Prices remain the same as last year. See Prices and Fees for current rates.
Will every classification have access to the same permit types?
High-demand parking permits, like the Sun Bowl Garage, are limited and will be allocated for all the sales with the majority of the inventory available to graduate students, followed by seniors, then juniors, then sophomores, and then freshmen. These high-demand permits may sell out on a given day, but some type of permit will remain available through closing time every day of the sale.

*If students do not purchase on their designated sale date, they will not be able to purchase until August 21, when general sales open.
Before you buy
How do I check my classification?
Classification is determined by credit hours. Log into Goldmine and view your student profile. Your classification (freshman, sophomore, junior, senior, graduate) is listed there. It updates automatically after the August 9 grade roll. For more in-depth instructions, see our .
What if I just finished summer classes and moved up a classification?
Your new classification will appear after the August 9 grade roll. If you completed Summer I or II courses, your record will update before sales begin.
What if my classification looks wrong?
If your classification has not updated by August 10, contact the Registrar's Office before your sale date. Do not attempt to purchase early. Your access is tied to your official classification.
Purchasing process
How do I buy my permit?
All sales are online through the . No in-person sales are available.

Please keep in mind:
- Do not reload your page or hit the back button while selecting and purchasing a permit.
- If you navigate away from the page with a permit in your shopping basket and return within 60 minutes, the permit will still be in your basket, and you will not be able to see any other permits.
- Once you select your permit, you cannot go back to the permit list to view other permits unless you clear your shopping basket first.
- Once you select a permit, the system will hold it for 60 minutes before timing out and clearing it from your shopping basket.
How does the queue system work?
The queue activates or reactivates anytime there is substantial demand on the website. When sales open at 9:00 am, students enter a virtual queue in the order they join the page, on a first come, first served basis. The system counts devices, not people. Logging in on multiple devices will place you in multiple queue positions but will not speed up access. You will not see a queue number on screen. This is intentional. It prevents an artificially inflated, confusing count.
Please keep in mind:
- Once your window opens, you will not be automatically redirected. You will need to click the link provided to enter the Parking Portal.
- Once it is your turn, you will have 5 minutes to click the link and enter the portal.
- Once you have clicked the link, sign in with your SSO credentials to complete your purchase.
Stay connected
If your internet connection drops and reconnects, for example if you are moving through areas with spotty cell service or Wi-Fi, your place in the queue will reset. Stay in a location with a stable connection while you are in the queue to avoid losing your spot.
How does eligibility verification work?
Once you log in with your single sign-on (SSO) credentials, using your username only and not your full email (for example, paydirtpete, not paydirtpete@miners.utep.edu), the system checks your classification. If you are not eligible for that day's sale based on your student classification, you will be blocked from purchasing. You will see a message that says: "Permits are released by classification date. You'll only see permits available for purchase on your assigned date below. If you don't see permits yet, your date hasn't arrived, please check back then."
Can parents or others buy on my behalf?
No. Permit purchases must be made by the student using their own credentials. Sharing login information violates FERPA and the Student Code of Conduct.
How do I pay for my permit?
No payment is due upfront or at the time of purchase. The permit charge is posted to your Pete's Payments Account (student account). Access this page through my.utep.edu or by . You can view and manage the charge there just like tuition and fees.
Permit types and allocation
Four student permit types are offered. Quantities of each type are limited per classification day. See our full listing of lots with maps for each location.
Green Remote
Remote lots farther from campus core. Remote permits are valid in any remote lot.
Blue Perimeter
Perimeter lots with moderate proximity. Blue permits are valid only in their specific lot.
Silver Perimeter
Perimeter lots with closer access. Silver permits are valid only in their specific lot.
Garage
Covered garage parking, highest demand. Garage permits are valid only in their specific garage.
Please keep in mind that demand on campus is higher than our high-demand permit supply, so not everyone will get their first-choice location.
How are permits distributed each day?
High-demand parking permits, like Sun Bowl Garage, are limited and will be allocated across all sale days, with the majority of the inventory available to graduate students, then seniors, juniors, sophomores, and freshmen. A set number is held back for each subsequent classification sale day. While high-demand locations may sell out for a given date, permits of some type will remain available through the 9:00 PM closing time each day.
Can I purchase more than one permit?
Only one permit is issued per permit holder per permit cycle, regardless of vehicle ownership status. Permit holders may register multiple vehicles, but only one vehicle may be parked on campus at any given time.
The only exception is motorcycle permits. If you own a motorcycle in addition to your primary vehicle, you may purchase one additional adhesive permit for a motorcycle for an additional fee, as long as proof of ownership for both the automobile and motorcycle is submitted. When an automobile and motorcycle are registered together, the motorcycle is considered the secondary vehicle.
Note: Holding multiple permits does not authorize the operation or parking of more than one vehicle on campus at a time.
What if I have an ADA placard or plates issued to me?
Ä¢¹½ÊÓÆµ requires disabled persons (students, faculty, and staff) to obtain and display two verified credentials to park in ADA spaces on campus:
- A state-issued plate or placard registered to the Ä¢¹½ÊÓÆµ affiliated driver or occupant (faculty, staff, or student). Ownership of the credential must be verifiable with DMV.
- A paid Ä¢¹½ÊÓÆµ student, faculty and staff, or short-term parking permit. Hourly meters count as a short-term parking permit.
Please submit your ADA credentials for verification starting August 1, 2026 at . If you have submitted your credentials in the past, you will be contacted by email to resubmit for the upcoming semester.
What if I have DV plates issued to me?
Ä¢¹½ÊÓÆµ requires disabled veterans (students, faculty, and staff) to obtain and display two verified credentials to park in ADA spaces on campus:
- A state-issued plate with ISA (International Symbol of Access) symbol, or a state-issued plate and placard, registered to the Ä¢¹½ÊÓÆµ affiliated driver or occupant (faculty, staff, or student). Ownership of the credential must be verifiable with DMV.
- A complimentary Ä¢¹½ÊÓÆµ student or faculty and staff parking permit.
Please note: Ä¢¹½ÊÓÆµ student disabled veteran license plate owners without the ISA symbol or a state-issued placard will be issued a complimentary Ä¢¹½ÊÓÆµ parking permit, after ownership verification with DMV, for perimeter, Silver, remote, Schuster, or Sun Bowl parking garage locations only. Ä¢¹½ÊÓÆµ students are not allowed to park or access inner campus 7:00 am to 5:00 pm without the appropriate ADA parking credentials.

Common scenarios
I missed my sale day. What now?
You can purchase once general sales open (August 21 and after). Availability may be limited for certain permits.
I'm a graduate student who also teaches. Which permit do I buy?
As defined in the Ä¢¹½ÊÓÆµ Student Employment Guidelines, a student employee is a person enrolled full-time in a degree or certificate program at The University of Texas at El Paso who is also employed part-time by the University at any time during the period of enrollment. Both graduate and undergraduate student employees must purchase student permits within their eligible sales window.
A full-time employee who is also enrolled part-time in credit classes at the University is not considered a student employee and is subject to the same terms and conditions applicable to any other classified employee.
I'm transferring or starting in spring. What should I do?
Spring permits are prorated. Check the parking website in December for spring sale dates.
Quick tips
- Clear citations early.
- Make sure your vehicle and address information are up to date in your parking portal.
- Permits ship directly from our third-party vendor to the mailing address provided.
- All housing permits are sent directly to our office. We will email residents when they are ready for pick up.
- Verify your classification after August 9.
- Use one device on a stable connection to join the queue. Don't move between Wi-Fi and cell service.
